Both DAI and Nathan are experienced managers of IQCs across the globe. Under the predecessor GBTI I contract, Nathan implemented 79 task orders, accounting for more than 40 percent of all GBTI I awards, with a value of $189 million. DAI is the prime contractor on more than a dozen USAID IQCs. Together, the firms currently implement over 200 short- and long-term projects in more than 80 countries—approximately 100 of these projects in the economic growth arena targeted by GBTI II.

 As DAI/Nathan Group's GBTI II IQC Manager, Jean Gilson offers a rare blend of leadership, management, and technical skills developed over the past 20 years. Before rejoining DAI to manage GBTI II, Ms. Gilson served as Senior Policy Advisor to the Millennium Challenge Account Secretariat in USAID’s Policy and Program Coordination Bureau. Previously, she was USAID’s first Country Manager in Vietnam, where she directed contracts and grants as cognizant technical officer. Before joining USAID, Ms. Gilson was a senior manager with DAI for 11 years, leading consulting practices in privatization, investment, enterprise, and finance and banking. She was DAI's Project Manager for three USAID IQCs.

James Wallar, Deputy Manager of GBTI II, leads Nathan’s International Division, including the Trade, Business, and Economic Growth Practice. He has served as the IQC Manager for ADVANCE (ASEAN Development Vision to Advance National Cooperation and Economic Integration) and the COP for the US-ASEAN (Association of South East Asian Nations)Technical Assistance and Training Facility in Jakarta. He worked for the US Treasury Department for 35 years, including tours in Iraq (Head of the Public Financial Management Assistance Group), Afghanistan (Chief Economist of the US Afghanistan Reconstruction Group), and Russia. He has been a member of the US delegation to trade negotiations in Geneva and was the Director of the Office of Trade in the US Department of Treasury during the negotiations of the North American Free Trade Agreement and the Uruguay Round.
